This is tremendously helpful, thankyou. It challenges the polarising "pro/con" arguments that characterise much discussion around this theme.

A taxonomy of narratives is most useful with a second column: who benefits from each one being believed. Doom and acceleration are described as opposed positions. Both raise the estimated capability of the same systems, and both argue for concentrating them with parties already large enough to be trusted. They disagree about the outcome and agree about the structure.

In the EU this stopped being a soft goal. Article 4 of Regulation (EU) 2024/1689 requires providers and deployers of AI systems to take measures to ensure, to their best extent, a sufficient level of AI literacy among their staff and other persons operating systems on their behalf, weighted by technical knowledge, experience, education, training and the context of use.

Nothing in that wording reaches discourse literacy, which is what this framework is about. My view is that the omission matters. Staff who can operate a system competently but read its trajectory through caricature will still misjudge what to escalate.
