The scaffold gap in JobBench is the practical finding. The same model scoring 37% in one harness and about 31% in another puts tooling on the same footing as model choice, which is not how most procurement decisions are written.

It also turns this into an inventory problem. AWS made its Agent Registry generally available on 31 August 2026, a catalog that can auto-detect agents already running on AgentCore runtime and gateways rather than relying on hand-written records. Which scaffold an agent actually runs in is becoming a governance field somebody has to fill, not a developer preference.
